It's taking over 40 minutes to restore a Win 7 boot disk that has just 30GB on it. The restore is from a hard drive to an SSD
The first 70% is restored in ~ 5-7 minutes. Getting from there to 83% took over 30 minutes.

The rescue disk was built using Windows PE.

Watching the drive led, it runs for ~ 15-20 seconds, then no activity for multiple minutes.

Any idea what is going on?

Found the answer. Need to set the storage driver to IDE in BIOS/UEFI instead of AHCI.

After completing the restore, the driver can be returned to AHCI in BIOS.
